Allamuchy Township Council Meeting

  SEPTEMBER 20, 2011 AT 7:00 P.M.


1.   The meeting was called to order at 7:00 P.M. by Councilwoman Schultheis.

2.   Councilwoman Schultheis advised that this meeting was held in accordance with the
      Open Public Meetings Act as prescribed by State Statute which was followed by the Pledge
      of Allegiance.

3.   Present:  Councilman Ochwat, Councilman Sloane, Councilman Young and Councilwoman
                     Schultheis;  Absent - Mayor Cote.

4.   APPROVAL OF MINUTES:

      a.  Regular Meeting - August 16, 2011 as submitted.

           Motion by Councilman Sloane, seconded by Councilman Young, and approved on roll
           call vote:  AYES - Councilpersons Sloane, Schultheis, Ochwat and Young;  ABSENT -
           Mayor Cote.

5.   APPROVAL OF ENGINEER'S REPORT/ACTION LIST:

      a.  Test Pit Work on Cornerstone Drive - Authorize payment in the amount of $350.00
           to Anviro.
      b.  Water Main Replacement Project - Phase 2  - Authorize Partial Payment No. 4 to
           P.M. Construction in the amount of $264,374.84.
      c.  Proposal of Roadway Repair Work - Sub-grade void adjacent to 12 Cornerstone Drive -
           Approval of proposal of Anviro Contractors in the amount of $3,695.00

      Motion by Councilman Sloane, seconded by Councilman Ochwat, and approved on roll
      call vote:  AYES - Councilpersons Sloane, Ochwat, Schultheis and Young;  ABSENT -         
      Mayor Cote.

6.   ATTORNEY'S REPORT:

      a.  Gibbs Road Right-of-Way - Attorney Beilin advised that he had prepared a letter to the
           property owner regarding this matter.

      b.  Council on Affordable Housing - Attorney Beilin advised that COAH was abolished
           on August 29, 2011.  The COAH powers were transferred to the Department of
           Community Affairs.  The third round regulation obligations are still before the New
           Jersey Supreme Court.

7.   PUBLIC SESSION:

      a.  There were no comments or objections from the public.

8.   RESOLUTIONS:

      a.   "BE IT RESOLVED, by the Township Council of the Township of Allamuchy, County
             of Warren, State of New Jersey, that the following Water/Sewer Lien is hereby
             cancelled for Block 725 Lot 1 - CP 216 - 29 Osprey.
     
      b.   "BE IT RESOLVED, by the Township Council of the Township of Allamuchy, County
              of Warren, State of New Jersey, that the following Tax Overpayments are hereby
              refunded:  Block 701.02 Lot 23.02 - $1,195.63 and Block 717.02 Lot 296 - $1,275.00.
      
      Motion by Councilman Sloane, seconded by Councilman Young, and approved on roll call
      vote:  AYES - Councilpersons Sloane, Ochwat, Schultheis and Young;  ABSENT - Mayor
      Cote.

9.   OTHER/NEW BUSINESS:

      a.   Approval of new fireman application - James B. Bessemer, Allamuchy, N.J.
      b.   Approval of Raffle Applications - Centenary College - Event to be held 10/07/2011 at
            the Panther Valley Golf and Country Club.
      c.   Appointment of David Zuckerman as Deputy Emergency Management Coordinator.
      d.   Approval of One Day Social Affair Permit - Kiwanis Club - Event to be held 10/14/2011
            at the Panther Valley Golf and Country Club.

      Motion by Councilman Sloane, seconded by Councilman Young, and approved on roll call
      Vote:  AYES - Councilpersons Sloane, Ochwat, Schultheis and Young;  ABSENT - Mayor
      Cote.

    10.   APPROVAL OF BILL LIST/ADD-ON LIST (ATTACHMENT 1).

            Motion by Councilman Sloane, seconded by Councilman Ochwat, carried to approve the
            bill list and add-on list as presented.  Roll call vote:  AYES - Councilpersons Sloane,
            Schultheis, Ochwat, and Young;  ABSENT - Mayor Cote. 

    11.   Councilman Ochwat questioned the status of the gas pressure at the firehouse.

            Mr. Hafner was present and stated that TGM is in the process of evaluating the pressure and
            the size of the gas lines in the building. 

    12.   ADJOURNMENT - 7:30 P.M.

            Motion by Councilman Sloane, seconded by Councilman Ochwat, carried to adjourn at
            7:30 P.M.  Roll call vote:  AYES - Councilpersons Sloane, Ochwat, Schultheis and Young;
            ABSENT - Mayor Cote.
